CS/HB 31 - High School Athletics

• Allows private schools to join the Florida High School Athletic Association (FHSAA) as either full-time members or on a per-sport basis, and prohibits the FHSAA from discouraging simultaneous membership in other athletic associations.

• Authorizes public schools to apply for consideration to join another athletic association on a per-sport basis and prohibits the FHSAA from taking retributory or discriminatory action against schools seeking such membership.

• Requires the preparticipation physical evaluation form to advise students to complete a cardiovascular assessment that includes an electrocardiogram and mandates the FHSAA provide literature to parents about the importance of such assessments.

• Establishes a two-tiered dispute resolution process for student eligibility disputes: an informal conference within 10 days and a formal binding arbitration by a neutral third party if needed, with final determination within 30 days.

• Takes effect July 1, 2016.
