Creates section 761.061 of Florida Statutes establishing religious exemptions from marriage-related requirements for specified entities and individuals.

Prohibits churches, religious organizations, religious schools, clergy members, ministers, and employees of religious organizations from being required to solemnize marriages or provide services, accommodations, facilities, goods, or privileges related to marriage if doing so would violate their sincerely held religious beliefs.

Prevents refusals to provide marriage-related services from serving as grounds for civil lawsuits against protected entities or individuals.

Bars the state and political subdivisions from penalizing or withholding benefits, tax exemptions, governmental contracts, grants, or licenses from protected entities or individuals based on refusal to provide marriage-related services.

Takes effect July 1, 2016.
