Adds paragraph (d) to subsection (4) of section 553.73, Florida Statutes to protect local government technical amendments to the Florida Building Code related to water conservation practices or design criteria from being rendered void when the code is updated

Requires that technical amendments related to water conservation be necessary to protect or provide for more efficient use of water resources as defined in section 373.621

Permits technical amendments carried forward into the next edition of the code to remain subject to review or modification under Florida law

Effective date is July 1, 2016
