Exempts personal identifying information of patients and physicians from public records requirements, including names, addresses, telephone numbers, and government-issued identification numbers held in the low-THC cannabis patient registry or former compassionate use registry.

Exempts information related to physician orders for and dispensing of low-THC cannabis from public disclosure under Florida Statutes s. 119.07(1) and Florida Constitution Article I, s. 24(a).

Authorizes access to exempt information by law enforcement investigating cannabis violations, retail dispensing facilities verifying orders, treating physicians monitoring patient use, department employees maintaining the registry, health care regulatory boards investigating violations, and bona fide researchers under specified conditions.

Requires all information released from the registry to remain confidential and exempt, with recipients maintaining the confidential status of information received.

Establishes willful and knowing violations as a third-degree felony and subjects the exemption to the Open Government Sunset Review Act with repeal scheduled for October 2, 2021, unless reenacted by the Legislature.
