Creates Section 501.180, Florida Statutes, establishing "safe-haven facilities" as public local government buildings where individuals can safely conduct sales transactions involving items advertised on classified advertisement websites.

Requires local governmental bodies to designate a minimum number of safe-haven facilities based on county population: one facility in counties with fewer than 250,000 residents, two facilities in counties with 250,000 to 799,999 residents, and four facilities in counties with 800,000 or more residents.

Authorizes local governments to use public buildings such as sheriff's offices or county courthouses as safe-haven facilities, which must be easily accessible to the public.

Shields local governmental entities, their officers, employees, and agents from liability for overseeing transactions or for actions of parties involved in transactions at safe-haven facilities.

Prohibits lawsuits against the state or local government based on incidents occurring during sales transactions at safe-haven facilities, except for incidents involving state or local government officers, employees, or agents.

Effective date: July 1, 2016.
