Schedules mitragynine and 7-hydroxymitragynine (kratom constituents) and their isomers, esters, ethers, and salts as Schedule I controlled substances, with an exception for FDA-approved drug products containing these compounds.

Creates a new first-degree misdemeanor charge under section 893.13(11) for selling, delivering, manufacturing, or possessing with intent to distribute mitragynine or 7-hydroxymitragynine.

Reenacts multiple Florida Statutes sections to incorporate the kratom scheduling amendment into existing references throughout controlled substance laws, DUI provisions, child welfare definitions, and criminal sentencing guidelines.

Updates the Criminal Punishment Code offense severity ranking chart to reflect the new controlled substance classifications and associated penalties.

Takes effect October 1, 2016.
