Establishes the "Miami-Dade Infectious Disease Elimination Act (IDEA)" authorizing the University of Miami and its affiliates to operate a single sterile needle and syringe exchange pilot program in Miami-Dade County at fixed locations on university property.

Program operates on a one-to-one exchange basis, providing clean needles and syringes to prevent transmission of HIV, AIDS, viral hepatitis, and other blood-borne diseases among intravenous drug users; includes educational materials and referrals to drug treatment and disease screening.

Distribution of needles and syringes under the pilot program does not violate Florida's drug laws, but participants remain subject to prosecution for possessing needles outside the program or redistributing program needles.

Pilot program must collect quarterly, annual, and final reports on participant numbers, needles exchanged, demographics, and treatment referrals, but may not collect personal identifying information from participants.

Program must be funded exclusively through private grants and donations with no state, county, or municipal funds; pilot program expires July 1, 2021, with final report due August 1, 2021; effective date July 1, 2016.
