Allows Florida residents to add symbols indicating lifetime freshwater fishing, saltwater fishing, hunting, sportsman, or boater safety identification card status to their state ID or driver license for a $1 fee

Permits early replacement of ID cards or driver licenses to add lifetime license status for a $2 fee deposited into the Highway Safety Operating Trust Fund, with no additional replacement fee if that is the sole purpose

Authorizes persons born on or after January 1, 1988 to operate vessels with 10+ horsepower motors by presenting either a boater safety ID card with photo ID, or a state ID/driver license indicating boater safety certification

Requires recreational licenses or state-issued IDs/driver licenses indicating recreational license possession to be carried while hunting, fishing, or possessing game, fish, or fur-bearing animals

Effective date of July 1, 2016, with license design changes applying upon implementation of new designs by the Department of Highway Safety and Motor Vehicles
