Creates a special instant lottery game called "Ticket for the Cure" running from January 1, 2017 to December 31, 2022 to fund breast cancer research and services for low-income, uninsured individuals with breast cancer.

Requires net revenue from the Ticket for the Cure game to be distributed between direct service providers and universities with medical research facilities, with funds restricted to direct services and research expenses (prohibiting overhead, indirect costs, and levies).

Mandates direct service providers be reimbursed using Medicare fee schedules or the lowest-cost fee schedule and provide services within a continuum of care system that tracks patients through comprehensive health services.

Prohibits use of lottery funds to supplant existing state appropriations for breast cancer research and prevents the Department of the Lottery from unreasonably reducing marketing of other instant lottery games during the program period.

Requires the state to appropriate matching funds under the General Appropriations Act for the Mary Brogan Breast and Cervical Cancer Early Detection Program to match federal grants from the Centers for Disease Control and Prevention.
