Creates section 414.456, Florida Statutes, to govern Supplemental Nutrition Assistance Program (SNAP) transactions in farmers' markets, community farmers' markets, flea markets, and other open-air markets selling fresh produce.

Authorizes market owners or operators who are not authorized SNAP retailers to allow authorized Food and Nutrition Service groups, associations, or third-party organizations to implement and operate electronic benefits transfer systems for accepting SNAP benefits on behalf of produce sellers.

Restricts SNAP benefits to dollar-for-dollar purchases of fresh produce or other fresh food only, prohibiting conversion to tokens or other means of trade for nonproduce items.

Prohibits the operating organization from being a competing market and does not require market owners to create or maintain an electronic benefits transfer system themselves.

Takes effect July 1, 2016.
