Creates section 1013.385, Florida Statutes, allowing district school boards to adopt exceptions to state building code requirements for school construction through supermajority vote at public meetings beginning no earlier than 5 p.m.

Requires boards to conduct a cost-benefit analysis using professionally accepted methodology demonstrating cost savings, efficient resource use, and no compromise to student safety or instructional quality before voting on exceptions.

Authorizes exceptions for interior nonload-bearing walls using fire-rated wood studs, gravel or grassed parking areas, relocatable buildings without covered walkways, and site lighting installations with timers for occupied periods only.

Allows building entrance and exit lighting to operate only when building is occupied with minimum illumination of 1 footcandle at single-door exits.

Takes effect July 1, 2016.
