Florida currently has statues of Dr. John Gorrie and General Edmund Kirby Smith in the National Statuary Hall at the U.S. Capitol and may request replacement of one or both statues

The ad hoc committee of the Great Floridians Program within the Division of Historical Resources shall select up to two prominent Florida citizens with distinguished civil or military service to be commemorated

The Florida Council on Arts and Culture shall select a sculptor to design the replacement statues according to Department of State guidelines

The Department of State must submit a report by January 1, 2017 to the Governor and Legislature including recommended citizens, the selected sculptor, and estimated total costs for statue replacement and installation

Upon receiving the report, the Legislature may request by memorial that the U.S. Joint Committee on the Library of Congress approve the statue replacement, requiring both legislative adoption and written Governor approval before submission
