Removes the school-level averaging exemption for class size compliance for public schools of choice, charter schools, and district innovation schools of technology, requiring these schools to meet the same individual classroom maximums as traditional public schools

Changes how funding reductions are calculated for districts exceeding class size limits, basing penalties on the school average rather than individual classroom counts

Requires noncompliant districts to retain their calculated funding reduction and spend it specifically in noncompliant schools to achieve compliance, rather than having funds reallocated to compliant districts

Mandates that districts exceeding class size maximums post their compliance plan on the district website and provide it to the school advisory council of each noncompliant school by February 1
