Reduces the Central Florida Regional Transportation Authority governing board from nine to five voting members.

Board composition includes the chairs of county commissions for Orange, Osceola, and Seminole Counties (or their designees) and the mayor of Orlando (or a city council designee).

Adds provisions for the Orange County Commission to appoint one additional board member, a legislator whose district includes portions of Orange, Osceola, or Seminole County (with appointments alternating between House Speaker and Senate President), and three citizen members appointed by the Governor (one from each county).

Specifies that appointed members serve 2-year terms, except Governor-appointed citizen members who serve 3 years, with a five-member quorum required for board action.

Takes effect upon becoming law, with standing board member terms expiring on the effective date of the act.
