Permits abolition of any county office only when all duties are transferred to another office through special law approved by county voters

Removes authority for county charters to transfer the clerk of circuit court's ex officio duties (serving as clerk of board of county commissioners, auditor, recorder, and custodian of county funds) to another officer

Establishes that this constitutional amendment provision is the exclusive method for selection, term length, office abolition, and duty transfer for the five specified county officers

Amendment would take effect January 8, 2019, if approved by voters at general election
