Creates section 255.0992, Florida Statutes, prohibiting the state and political subdivisions from imposing restrictive conditions on contractors, subcontractors, and material suppliers or carriers for public works projects paid with state funds.

Prohibits requiring contractors to pay predetermined wages, prescribe wage rates, provide specified employee benefits, control or limit staffing, or recruit employees from designated sources, except as required by federal or state law.

Prohibits restricting qualified, licensed, or certified contractors, subcontractors, or material suppliers or carriers from submitting bids or being awarded contracts, subcontracts, material orders, or carrying orders on public works projects.

Does not apply to contracts executed under chapter 337 of Florida Statutes.

Takes effect July 1, 2016.
