Requires agencies to publish notice of rule development within 30 days after a public hearing and file a notice of proposed rule within 180 days, or explain in the Florida Administrative Register why they cannot do so.

Prohibits agencies from relying on unadopted rules after initiating rulemaking, unless the agency publishes a statement explaining why rulemaking is not feasible or practicable.

Creates procedures for challenging unadopted rules and invalid rules, allowing administrative law judges to determine whether agency statements constitute unadopted rules and allowing petitioners to pursue collateral challenges.

Prohibits agencies from basing agency action on unadopted rules or rules that are invalid exercises of delegated legislative authority, except in limited circumstances where the statute requires rule adoption and the agency is proceeding expeditiously.

Requires agencies to review all rules by June 30, 2017, and designate which rule violations constitute minor violations requiring notice of noncompliance as the first enforcement action rather than fines or penalties.
