Creates the "Florida Teacher Fair Pay Act" requiring the Legislature to fund the Florida Education Finance Program to guarantee a minimum annual starting salary for instructional personnel.

Establishes a statewide minimum salary of $50,000 for all instructional personnel beginning in the 2016-2017 fiscal year.

Requires the Department of Education to annually adjust the statewide minimum starting salary by November 1 of each fiscal year using the Consumer Price Index for Urban Wage Earners and Clerical Workers for the South Region.

Requires district school boards to adjust the state minimum salary by applying district cost differentials, but prohibits adjustments that reduce district minimum salaries below the statewide minimum.

Takes effect July 1, 2016.
