Establishes a special election on August 30, 2016, to be held concurrently with other statewide elections held on that date.

Submits constitutional amendments proposed in Committee Substitute for House Joint Resolution No. 193 (2016 Regular Session) to Florida voters for approval or rejection.

Addresses tax exemptions for solar or renewable energy source devices and limitations on assessed value of real property used for nonresidential installation of such devices.

Requires notice publication and election procedures to follow Section 5 of Article XI of the State Constitution.

Takes effect upon becoming law if enacted by at least three-fourths vote of each house of the Legislature and if the companion joint resolution is adopted by both houses.
