Creates the Care for Retired Law Enforcement Dogs Program within the Department of Law Enforcement to provide stable funding for veterinary care for retired law enforcement dogs.

Requires the Department of Law Enforcement to contract with a nonprofit corporation (501(c)(3) status, tax-exempt for at least 5 years) through a competitive grant process to administer the program.

Reimburses former handlers or adopters for veterinary care expenses (wellness exams, vaccines, emergency care, surgeries, euthanasia, cremation) up to $1,500 per dog annually, contingent on law enforcement agency verification and paid invoices.

Prohibits reimbursement if program funds are depleted in the fiscal year of the request and prevents accumulation of unused funds across years.

Appropriates $300,000 in recurring General Revenue funds annually to the Department of Law Enforcement beginning fiscal year 2016-2017; allows nonprofit administrator up to 10 percent in administrative fees.
