Department of Highway Safety and Motor Vehicles shall develop a Sun Sea Smiles specialty license plate with "Florida" at the top and "Sun Sea Smiles" at the bottom.

Annual use fee for the Sun Sea Smiles license plate is $25.

Annual fee revenue shall be distributed as follows: 5% to Florida Caribbean Charitable Foundation for marketing; 30% to Florida Caribbean Charitable Foundation for scholarships (60%), health and wellness programs (15%), and Caribbean cultural awareness (25%); 20% to American Friends of Jamaica, Inc. for social and community development grants; 10% to Haitian Neighborhood Center Sant La, Inc.; 10% to Fanm Ayisyen Nan Miyami, Inc.; 20% to Greater Caribbean American Cultural Coalition, Inc.; and 5% to Little Haiti Optimist Foundation, Inc.

Administrative and marketing expenses are capped at 5-10% for each recipient organization.

Act takes effect October 1, 2016.
