Amends Florida Statutes section 316.1964 to require publicly owned or publicly operated airports to grant free parking to vehicles displaying disabled veterans license plates issued under sections 320.084, 320.0842, or 320.0845.

Clarifies that disabled veterans license plates, rather than general "DV" plates, are exempt from parking fees charged by counties, municipalities, and their agencies in timed parking facilities.

Maintains existing exemptions from parking fees for vehicles with specialized equipment (ramps, lifts, hand/foot controls) and those displaying the Florida Toll Exemption permit.

Preserves the ability of airports to charge for parking vehicles with standard disabled parking permits, except for disabled veterans license plates, specialized equipment vehicles, and toll exemption permit vehicles.

Takes effect July 1, 2016.
