Expands discretionary direct file to adult court for juveniles with any prior felony or misdemeanor adjudication, or adjudication withheld

Requires state attorneys to provide written explanation to the court addressing specific criteria when filing charges against a juvenile in adult court, including offense seriousness, child's history, rehabilitation prospects, and cost-effective alternatives

Creates "reverse waiver" process allowing juveniles in adult court to request transfer back to juvenile court by proving by preponderance of evidence that juvenile services would reduce reoffending, juvenile court serves their best interests, and adequate community safety can be maintained

Prohibits reverse waiver for juveniles charged with offenses punishable by death or life imprisonment, or those previously convicted and sentenced as adults
