Removes the requirement for persons who manufacture, package, repackage, label, or relabel cosmetics in Florida to register those products biennially with the Department of Business and Professional Regulation

Eliminates the $5-$15 annual product registration fee for cosmetic products while maintaining the fee requirement for drugs and devices

Amends the definition of "certificate of free sale" to exclude cosmetics, limiting it to drugs and devices registered with the department

Updates inspection authority language to retain the department's ability to inspect establishments for compliance regarding cosmetic products even without registration requirements

Effective date: July 1, 2016
