• Requires movers to conduct physical surveys and provide binding estimates to shippers before household moves, with options for shippers to waive these requirements in writing

• Establishes that movers must indemnify shippers for loss or damage to household goods caused by the mover, with shipper ability to waive or amend indemnification through signed acknowledgment

• Mandates movers provide shippers with department-prepared publications summarizing shipper rights, responsibilities, and available remedies before executing service contracts

• Prohibits movers from collecting more than the binding estimate amount except for additional services, extra goods, or impracticable operations agreed to in writing with at least 1 hour notice to shipper

• Requires movers to relinquish household goods on the agreed delivery date unless payment is unpaid under new payment terms, with immediate suspension of mover registration for failure to maintain required insurance coverage

• Effective date: July 1, 2016
