Creates the Florida Combat Veterans' Care Coordination Program within the Department of Children and Families to provide behavioral health care referral and care coordination services to combat veterans and their families, with emphasis on mental health and substance abuse services

Establishes three primary program goals: preventing suicides by combat veterans, increasing use of U.S. Department of Veterans Affairs programs, and connecting veterans with community-based services

Requires program teams to provide telephonic peer support, crisis intervention, suicide assessment, treatment coordination, safety planning, and follow-up services statewide through the Florida 211 Network

Mandates collection and reporting of program data to the Governor and Legislature by December 15, 2017, including call volumes, demographics, service referrals, outcomes, and caller satisfaction

Appropriates $2,000,155 in recurring General Revenue funds to the Department of Children and Families for fiscal year 2016-2017, with an effective date of July 1, 2016
