Amends the natural gas fuel fleet vehicle rebate program to allow the Department of Agriculture and Consumer Services to receive additional rebate applications from June 1-30 of each fiscal year from applicants who have already reached the $250,000 annual maximum.

Applicants meeting the program maximum may apply for additional funds for vehicles that have not yet received a rebate, with a maximum of $25,000 per vehicle up to an additional $250,000 total.

Grants preference to governmental applicants for additional funds, with any remaining funds available to commercial applicants.

Maintains existing rebate structure: maximum $25,000 per vehicle, rebates capped at 50 percent of eligible costs, and allocation on a first-come, first-served basis determined by application receipt date.

Takes effect July 1, 2016.
