Creates public records exemptions for juvenile criminal history information compiled by the Criminal Justice Information Program, making such records confidential unless the juvenile was taken into custody, charged, found to have committed, or transferred to adult court for a felony offense.

Allows public records custodians to choose not to electronically publish arrest or booking photographs of juveniles on their websites, though records remain accessible through formal public records requests.

Makes confidential and exempt certain information obtained under Florida's juvenile justice chapter (Ch. 985) by judges, court employees, law enforcement, and treatment providers, with exceptions for felony cases and court-ordered disclosures.

Provides that the exemptions are subject to the Open Government Sunset Review Act and shall stand repealed on October 2, 2021, unless reviewed and saved from repeal by the Legislature.

Authorizes the Department of Law Enforcement to release confidential juvenile criminal history records to private entities operating detention and treatment facilities under specific circumstances related to facility operations.
