CS for CS/CS/HB 307 & HB 1313 - Medical Use of Cannabis

• Expands physician authority to order low-THC cannabis and medical cannabis for patients with cancer, seizure disorders, severe muscle spasms, or terminal conditions; requires physicians to complete 8-hour education course and maintain patient treatment plans with quarterly reporting to University of Florida College of Pharmacy

• Establishes five regional dispensing organizations (one per region: northwest, northeast, central, southeast, southwest Florida) with requirement for $5 million performance bond reducible to $2 million after serving 1,000 patients; adds three additional dispensing organizations upon reaching 250,000 registered patients

• Requires dispensing organizations to implement strict security measures including 24-hour video surveillance, seed-to-sale tracking systems, enclosed growing structures, independent laboratory testing, and limits dispensing to 45-day supplies per patient

• Prohibits use of low-THC or medical cannabis through smoking, in public places, schools, vehicles, employment sites, or correctional institutions; makes violations by patients or legal representatives a first-degree misdemeanor

• Authorizes state colleges and universities with agricultural programs to conduct cannabis research consistent with state and federal law; makes act effective upon passage
