Increases the maximum dormitory capacity from 100 to 300 beds for Florida College System institutions located in municipalities designated as areas of critical state concern with building permit allocation systems

Prohibits the use of state funds and tuition/fee revenues for construction, debt service payments, maintenance, or operation of these dormitories

Bans bond financing for any additional dormitories constructed after July 1, 2016

Requires dormitories to have hurricane evacuation plans mandating all occupants evacuate 48 hours before tropical force winds, with transportation provided

Allows dormitory construction up to 45 feet in height if consistent with the local comprehensive plan
