Creates a legal presumption that cancer-related death or disability in full-time firefighters and paramedics employed by state or local governments is accidental and occurred in the line of duty, unless proven otherwise by competent evidence

Requires firefighters and paramedics to pass a physical examination before entering service that shows no evidence of cancer; if the employer fails to provide one, an exam given after entering service satisfies the requirement

Mandates specific cancer screenings in physical exams including mammograms, colonoscopy/blood stool tests, prostate exams, Pap tests, pelvic exams, and chest x-rays as appropriate for gender

Requires employing agencies to maintain records of any reported exposure to known carcinogens (as defined by the International Agency for Research on Cancer) and notify the firefighter or paramedic within 48 hours of the reported exposure

Exempts firefighters and paramedics employed on the effective date from the physical examination requirements
