Creates section 335.085, F.S., titled "Chloe's Law," requiring the Department of Transportation to install roadside barriers shielding water bodies adjacent to state roads by June 30, 2018

Barrier installation required at locations where a drowning death resulted from a motor vehicle accident involving a vehicle departing a state road between July 1, 2006, and July 1, 2016

Chief engineer may exempt locations where engineering analysis determines barrier installation would increase motorist injury risk on the adjacent state road

Department of Transportation must review all fatal drowning accidents in water bodies contiguous with state roads occurring between July 1, 2006, and July 1, 2016, using reconciled crash data from the Department of Highway Safety and Motor Vehicles

Department must submit report to President of Senate and Speaker of House by January 3, 2017, with recommendations for changes to state laws and department rules to enhance traffic safety
