Amends Florida Statutes section 1002.38 to restrict eligibility for the Opportunity Scholarship Program for students being promoted to grade 6 or grade 9.

Prohibits students from receiving an opportunity scholarship beginning July 1, 2016, if their assigned middle school or high school has earned a grade of "C" or better for the previous school year, pursuant to section 1008.34.

Maintains existing school district obligations to notify parents of designated school options and offer enrollment in higher-performing public schools within the district.

Effective date is July 1, 2016.
