Amends Florida Statute 713.10 to protect commercial property lessors (landlords) from construction liens for improvements made by lessees (tenants) under specified conditions

Lessors are protected when the lease or memorandum containing lien-prohibiting language is recorded in county official records before a notice of commencement is filed

Allows lessors to record a blanket notice for multiple leases on a parcel, which is effective even if not all leases contain identical lien restrictions

Protects lessors from county or municipal liens for unpermitted construction by tenants when: the lessee was responsible, work was done without lessor's knowledge/consent, and the lessor received at least 180 days' notice to obtain authorization
