• Amends securitization eligibility to exclude costs claimed for recovery under section 366.93 unless they were already in the utility's rate base and included in base rates before plant retirement or abandonment.

• Deletes provisions that limited challenges to a utility's right to recover pre-commercial operation costs for nuclear or integrated gasification combined cycle power plants.

• Establishes that proceeding with plant construction following commission approval of need does not constitute evidence of imprudence, and cost increases beyond utility control are not deemed imprudent.
