Establishes the Florida Holocaust Memorial to recognize and commemorate the millions of people, including six million Jews, murdered by the Nazis and their collaborators during World War II in Europe.

Places the memorial under administration by the Department of Management Services without state appropriation of funds.

Requires the Department of Management Services to designate an appropriate public area for the memorial on the Capitol Complex premises, excluding the State Capital Circle Office Complex.

Prohibits construction and placement of the memorial until the Florida Historical Commission's recommendations have been considered per statutes 265.111 and 267.0612(9) and the design and placement have been coordinated with the Division of Historical Resources of the Department of State.

Takes effect July 1, 2016.
