HB 415 - Point-of-Sale Terminals

• Defines "point-of-sale terminal" as an electronic device that processes credit card, debit card, or similar payment cards at retail locations with networks enabling verification, payment transfer, and transaction logging.

• Authorizes the Department of the Lottery to create a program allowing persons 18 years or older to purchase lottery tickets or games at point-of-sale terminals, with authority to adopt rules for administration.

• Requires point-of-sale terminals used for lottery ticket sales to dispense paper tickets with purchaser-selected or randomly-selected numbers after payment by card, verify age via driver's license or approved method, and process transactions through department-certified platforms.

• Prohibits point-of-sale terminals from revealing winning numbers, including video depictions of slot machine or casino game themes for gameplay, or being used to redeem winning tickets.

• Effective upon becoming law.
