Amends section 255.249, Florida Statutes to revise Department of Management Services rules regarding mandatory terms and conditions in state lease agreements.

Requires all state lease agreements to include two non-waivable clauses: (1) a contingency clause stating the state's payment obligation depends on annual legislative appropriation, and (2) a termination clause allowing the state to end the lease without penalty if a state-owned building becomes available with 6 months' advance written notice by certified mail.

Does not apply to lease agreements entered into by state agencies before July 1, 2016.

Takes effect July 1, 2016.
