Requires driver license and identification card application forms to include a voluntary checkoff allowing veterans to request written or electronic information on federal, state, and local benefits and services.

Mandates the Department of Highway Safety and Motor Vehicles report monthly to the Department of Veterans' Affairs the names and contact information of veterans who request information.

Requires a nonprofit organization selected by the Department of Veterans' Affairs to deliver veteran benefits information and prohibits the third-party provider from selling veteran contact information or violating confidentiality provisions; violations constitute a first-degree misdemeanor.

Creates the Military and Overseas Voting Assistance Task Force within the Department of State with 11 members to study the feasibility and security of an online voting system for absent uniformed services voters overseas.

Requires the task force to submit a report to the Governor and Legislature by July 1, 2017, with recommendations on whether to develop and implement an online voting system for overseas military voters; the task force expires upon submission of its report.
