Proposes a constitutional amendment to add a new section to Article X of the Florida Constitution that would prohibit well stimulation in the state, including hydraulic fracturing and all other methods of injecting fluids into rock formations to enhance oil or gas production.

Defines well stimulation as all stages of well treatment performed by injecting fluids into rock formations for the purpose of modifying permeability to enhance oil or gas production or recovery by any method.

Establishes a $10,000 fine per violation payable to the state, with each day a violation continues constituting a separate violation, and allows enforcement actions to be initiated within four years of violation.

Makes violators liable for any damage to air, waters, real property, and animal, plant, or aquatic life, as well as reasonable costs and expenses for tracing the discharge source and restoring affected areas.

Requires the amendment to be submitted to Florida voters for approval at the next general election or an earlier special election, and specifies that implementing legislation is not required for enforcement.
