Urges Congress to propose a constitutional amendment establishing that corporations are artificial entities, not persons, and have no constitutional rights

Requires that political contributions and expenditures by corporations be subject to regulation by federal, state, and local governments

Declares that money is not speech for purposes of electioneering and allows limits on campaign contributions and expenditures to ensure fair democratic participation

Expresses concern that Supreme Court rulings in Citizens United v. Federal Election Commission (2010) and McCutcheon v. Federal Election Commission (2014) removed spending limits and enabled unlimited corporate political spending

Directs copies of the memorial be sent to the President, Vice President, Speaker of the House, and all members of Florida's congressional delegation
