Amends section 163.506, Florida Statutes, to expand eligibility for board membership in commercial neighborhood improvement districts to include designated representatives of property owners, in addition to property owners themselves.

Maintains existing requirements that board members must be residents of the proposed area and either subject to ad valorem taxation (for residential districts) or property owners/their representatives (for commercial districts).

Preserves the structure of 3-7 member boards with staggered 3-year terms, with initial appointments consisting of one 1-year term, one 2-year term, and one 3-year term.

Takes effect July 1, 2016.
