Amends section 933.01 to authorize any judge with territorial jurisdiction where the place, vehicle, or thing to be searched is located to issue a search warrant, including committing judges of trial courts.

Creates new authority for search warrants to obtain and analyze a person's DNA or DNA samples, which may be issued by judges having territorial jurisdiction where any element of the offense occurred.

Adds grounds for issuance of search warrants under section 933.02 to authorize collection and analysis of DNA for identification or criminal prosecution purposes, and collection and analysis of blood in connection with DUI (section 316.193) or boating under the influence (section 327.35) investigations or prosecutions.

Exempts DNA search warrants from the standard 10-day execution and return requirement; allows DNA warrants for living persons to be executed at any time while the person is alive, and permits the warrant to be returned unexecuted if the judge or law enforcement agency determines the DNA evidence will not be needed.

Takes effect July 1, 2016.
