Authorizes the international symbol for deaf and hard of hearing to be displayed on Florida driver licenses and identification cards upon request by eligible individuals

Requires payment of an additional $1 fee with new or renewed licenses/ID cards, plus presentation of sufficient proof of deaf or hard of hearing status as determined by the Department of Highway Safety and Motor Vehicles

Allows existing cardholders to add the symbol before their next renewal by surrendering their current card and paying a $2 fee deposited into the Highway Safety Operating Trust Fund

Waives standard replacement card fees if the applicant is only adding the deaf/hard of hearing symbol and not conducting any other transaction

Takes effect July 1, 2016, upon implementation of new driver license and identification card designs by the Department
