Prohibits rental car companies from charging customers fees or surcharges for payment of toll amounts incurred through automated toll payment devices on rented vehicles.

Rental car companies may not rent for-hire vehicles in Florida with exterior bumper stickers, insignias, or advertising that identify the vehicle as a rental vehicle, except for cargo vehicles.

Exempts small emblems (no more than 2 inches by 4 inches, two colors maximum) used for inventory purposes and state-required licenses from the identification prohibition.

Establishes a penalty of $500 per occurrence for rental car companies that violate these provisions.

Takes effect upon becoming law.
