Expands acceptable forms of identification for voter registration applicants to include veteran health identification cards issued by the U.S. Department of Veterans Affairs and licenses to carry a concealed weapon or firearm issued pursuant to section 790.06.

Expands acceptable forms of identification at polling places and early voting sites to include veteran health identification cards and concealed weapon or firearm licenses, in addition to existing forms like driver licenses, passports, and military identification.

Updates absentee ballot instructions to include the newly authorized identification forms when voters submit copies with their ballots, including veteran health identification cards and concealed weapon or firearm licenses.

Updates special absentee ballot instructions for first-time voters to reflect the same expanded list of acceptable identification documents for ballot submission.

Becomes effective upon signature into law.
