Establishes the Florida Holocaust Memorial to commemorate the millions murdered by Nazis, including six million Jews, and to honor Holocaust survivors

Assigns administration of the memorial to the Department of Management Services

Requires the Department to develop a plan for the design, placement, and cost of the memorial, with location on the Capitol Complex premises (excluding the State Capital Circle Office Complex)

Mandates coordination with the Florida Historical Commission and Division of Historical Resources of the Department of State in developing the plan

Requires the plan to be submitted to the Governor, Senate President, and House Speaker by October 15, 2017, with an effective date of July 1, 2016
