Amends section 403.1838 of Florida Statutes to expand the definition of "financially disadvantaged small community" to include counties, municipalities, and special districts.

Redefines eligible communities as those with a population of 10,000 or fewer according to the latest decennial census and per capita annual income less than the state per capita annual income as determined by the United States Department of Commerce.

Defines "special district" as having the same meaning provided in section 189.012, limited to special districts whose public purpose includes water and sewer services, utility systems and services, or wastewater systems and services.

Allows the department to use specifically appropriated funds to award grants to eligible communities to assist with adequate sewer facility needs.

Effective date: July 1, 2016.
