Amends section 319.32 to direct motor vehicle title fee collections exceeding $200 million annually into freight mobility and trade projects identified in the Freight Mobility and Trade Plan or navigational channel projects approved by the U.S. Army Corps of Engineers, with excess amounts above $200 million directed to the General Revenue Fund.

Modifies section 320.08 to establish specific dollar amounts from motor vehicle license tax fees for heavy trucks, semitrailers, school buses, wreckers, trailers, and transporters to be set aside for freight mobility and trade projects or navigational channel deepening and maintenance projects.

Applies the set-aside requirement across all vehicle weight categories, with amounts ranging from $1 to $343 per registration depending on vehicle type and gross vehicle weight.

Effective date of July 1, 2019.
