Amends section 316.305, Florida Statutes, to authorize law enforcement officers to stop motor vehicles and issue citations for texting while driving as a primary offense.

Eliminates the requirement that texting while driving violations be enforced only as a secondary action during stops for other traffic violations.

Removes the restriction limiting enforcement to situations where a driver has already been detained for a suspected violation of another traffic provision.

Effective date is October 1, 2016.
